Ranking factors on search engines (brief overview):

On Page factors:

key word count (how many times they're mentioned)
Heading used
title of page
Meta tag description (very small relevance)
Meta tags (almost nil relevance)

Off Page factors:

Links to the site
Link reputation
Directory listings

Pay Per Click:

Google AdWords
Overture
